Under the Statutory Conflict Matrix include Wis. Stat. 6.84(2). The absentee ballot procedure under Wis. Statutes § 6.86 are mandatory–ballots cast in contravention to the procedure shall not be counted and ballots cast in contravention to the procedure shall not be included in the certification of the election.
