Did Wisconsin Elections Commission staff refer Harry to criminal investigators without proper authority?

Were confidential MyVote records, audit logs, raw data, and IP-related information provided to DCI without a subpoena, sworn complaint, or Commission vote?

Why did DCI raise the question of whether a subpoena was required—only for the process to continue without one?

Why was the Commission allegedly not told that Harry had already been referred and records had already been transferred before its emergency meeting?
